Many briefs begin with a request to convert a website into an Android and iOS app. If the site is a React application with a clean API, much of the groundwork exists: endpoints, authentication and data models carry over, and the effort goes into mobile navigation, offline behaviour, push notifications and deep links.
If the site is server-rendered PHP or WordPress with no API, the honest first step is building one. A thin wrapper around the mobile site is possible but app stores may reject apps that add nothing beyond the website, so the scope identifies what the app will do better: saved sessions, notifications, camera or location use.
